I observed this by looking at the slit in the top of the PTO shaft bearing support assembly. It "feels" like the PTO clutch sleeve is riding against the transmission shaft, but has not fully engaged over this shaft. Middle is neutral. The forward and back settings engage the pto inside the trans. They both have different functions, but make sure you are in either of those. Otherwise the pto won’t engage at all.
